Communications and Bulletins
Communications and Bulletins
The Communications area centralizes agency Bulletins and team messaging. Bulletins can deliver operational updates, announcements, urgent notices, and attached Documents to the appropriate audience and can also appear on HomeBase.

Browse Bulletins
The Bulletin list supports search and status filters.
- My Bulletins shows Bulletins you authored and is the default for Supervisors and Admins.
- All Bulletins shows the complete feed available to you.
- Admins can view all agency Bulletins in All Bulletins, even when they are not part of the selected audience.
Standard users continue to see the Bulletins available to them.
Create a Bulletin
Authorized Supervisors and Admins can select New Bulletin and configure:
- Title and message body
- Urgency
- Publish and expiration behavior
- Audience
- Attachments
Publish Until
Quick expiration choices are available for 1, 7, 14, or 30 days, with 7 days as the default. Select Indefinite when important information should remain active without an expiration date.
Choose an Audience
A Bulletin can be targeted by:
- Specific users or user groups
- Role
- Assignment position or assignment group
- Current location or resource assignment
Choose whether user-based and assignment-based criteria use AND or OR matching. This can produce either a broad audience or a narrowly focused one.
Audience restrictions control visibility on HomeBase and the Bulletins page. Admins and the Bulletin creator retain access.
Add Attachments
Attach Watchtower Documents to provide supporting files, links, or media. The attachment picker displays up to 10 Documents. File attachments open in the Watchtower viewer when supported, external links open in a new browser tab, and attached YouTube links play directly within the Bulletin.
Publish and Manage Bulletins
After publication, a Bulletin can appear in Communications and on HomeBase according to its audience and publishing settings. Authorized users can edit the message, audience, expiration, and attachments. Existing rich-text content and attachments are loaded into the edit form.
Admins can also control the display order of multiple public Bulletins shown on the agency's public dashboard.
Confirm Receipt
Team members can acknowledge a Bulletin after reading it. Authorized users can open Read By to review acknowledgement and read-receipt information across the agency.
